Mr. William Barclay (W.E. Barclay), late of Bolton, has been appointed to the post of Governor, and will be assisted by a large staff of officials. Mr. Barclay has had considerable experience in the work which will be required of him, and under his superintendence the utmost care will be bestowed on the training of the inmates.
