Having considered the cases, the Emergency Committee of the Football Association has decided that no special grounds have been shown to justify it in allowing the following players to leave their clubs:
George Chapman (Blackburn Rovers), Jimmy Turnbull (Manchester United), Harry Brown (Fulham), Jack Lyall (Sheffield Wednesday), and Tom Chorlton (Liverpool).
