At a special meeting last night of the Scotland F.A. Emergency Committee the principal question under discussion was the playing of English players in Scotland. The proceedings were conducted in private, and at the close it was intimated that the following circular is to be issued to the clubs: –

It has come to the knowledge of the committee that clubs are playing unregistered English professionals without re-registering them on the understanding that the Football Association has given the players permission to play for any club as amateurs. These players are not amateurs. They are unregistered, professionals, and according to article 55, must be signed as professionals.

Secretary McDowall was instructed to issue the following notice to clubs:
“Unregistered English professionals must be registered in Scotland. Clubs or players failing to comply are liable to fine or suspension.”
