A memorandum accompanying the text of the Ready Money Football Betting Bill, issued yesterday, shows the measure deals solely with one phase, and one method of betting on football matches – that is ready money betting on the coupon system.
It does not aim at interfering with individuals who choose, by means of bets, or wagers with other individuals, to back their opinion as to the merits of any football team. It does not seek to penalise anyone for making a bet on the result of a football match, but it would prevent the practice of what is called ready money coupon betting.
Thus the bill, which is presented by Mr. Hayes Fisher, and supported by Mr. Alden, Mr. Evelyn Cecil, Mr. Butler Lloyd, Mr. Samuel Roberts, Mr. Shott, Mr. Snowden, and Sir Joseph Walton, seeks to prevent the writing, printing, publishing, or circulating in the United Kingdom of advertisements, circulars, or coupons of any read money football betting business.
